Before Yuri can be taken back to the capital, the truth about the situation is made clear: the weather is caused by a blastia, presumably caused by the magister himself, Ragou. The party heads to his palace, but are denied entrance. So they do what the magister said about dropping the taxes: hunting the Rhybgaro. They find the Rhybgaro in a forest and defeat it, taking its horn as proof. They return to the Port Town and Yuri hands over the horn to a desperate family before they go hunting. The party must now figure out another way inside the magistrate.
