The party arrives in Nor Harbor, where it's raining and the empire's influence is so strong, the citizens are the mercy of taxes and those who can't pay the taxes, lose their most precious treasure. Alone, Yuri is ambushed by assassins, but Flynn shows up and together, they take out the assassins. However, Flynn is unhappy that Yuri is now a criminal, but it's cut short by Estelle's arrival. Alone again, Yuri encounters a pirate "trying" to sneak into the magistrate's mansion. She succeeds by throwing a smoke bomb to blind the guards. Yuri walks away before he gets caught.
