This is Bejeweled Deluxe, a game developed and published by PopCap Games (later EA). It was initially named Diamond Mine, but Microsoft suggested Bejeweled to avoid confusion with Diamond Mines. The announcer's voice was provided by Jason Kapalka (the game's designer).
